Utilizing data and evaluation in program development and implementation can provide timely feedback on quality improvement, project effectiveness and cost efficiency in order to strengthen projects and improve outcomes for the population(s) served. Using systematic methods to collect, analyze and disseminate information, program managers and evaluators strive to make an impact by moving the needle in a positive direction. The framework for program evaluation begins with engaging stakeholders and involving the community where the program will take place. The next step involves researching available data and community capital to determine both community strengths and challenges, including disparities or gaps in services and resources. The process should be collaborative, feasible and easily integrated into existing systems.

Some of the tools that program evaluators use to measure success include:

• Needs Assessment: used to determine needs or gaps when planning a program
• Logic Model: graphic depiction of program goals, activities and outcomes
• Strategic Planning: working with stakeholders to create common goals and intended outcomes
• Quality Improvement: systematic approach to implementing changes in real time
• Surveillance: monitoring progress through continuous data collection
• Performance Measures: comparing baseline metrics to current metrics
• Consumer Satisfaction: measures the experiences of program participants
• Quantitative Methods: applying statistical analysis to surveys and questionnaire data
• Qualitative Methods: incorporating focus groups or interviews to provide insight to programs
• Evaluation Report: giving feedback to stakeholders based on evaluation results
